Winnipeg police have made an arrest in a downtown shooting early Thursday morning.

The incident happened just after 1 a.m. near the corner of Graham Avenue and Carlton Street. A disagreement outside the Tavern United restaurant and bar escalated when a man pulled out a gun and started firing at a group of people in the parking lot on that corner.

A 20-year-old man was taken by friends to the hospital in critical condition. He was later upgraded to stable.

Osama Zeid was on the rooftop patio at Tavern when the shots rang out, and saw the incident unfold.

"I thought it was fireworks or something, there were a lot of people in the parking lot," Zeid said. "I saw a guy limping and a silver car raced over to him, opened the passenger door and took off out of the parking lot.

"He was shot in the leg."

Zeid said police had just arrived on scene prior to the gun fire. The shooter immediately surrendered.

"The guy dropped the gun and put his hands up right away when he saw the cops," Zeid said. "It was over just as fast as it started."

On Friday, police said Keanu Algabre, 19,  of Winnipeg is in custody and has been charged with attempted murder using a firearm, along with several other firearms-related offences for his alleged involvement.
