Fielding wants off-hours road work to avoid driving 'nightmare'

St. James-Brooklands councillor Scott Fielding wants to see road work in the Polo Park area continued on evenings and weekends to avoid a driving "nightmare" that coincides with the construction of Target.

Last month, Mayor Sam Katz said the 2013 and 2014 capital budgets will include $10 million to ease traffic congestion in the Polo Park area. The exact roadway improvements have yet to be determined, and the city's public works department plans to make a decision by spring.

Cadillac Fairview and Shindico have a plan in place to build a Target store at the northwest corner of the Canad Inns Stadium site.

Fielding said he would like to see road work in the Polo park area and other major projects continue in off-peak hours to speed up construction. He said he would like to see upgrades to the Polo Park-St. James Street area, the Molson Street widening project and Portage Avenue eastbound be considered for accelerated construction. He noted offering penalties and incentives for early completion of road work helped contractors complete work on St. James Street and Fort Street ahead of schedule in 2012.

Fielding said he hopes Target may consider doing construction in off-peak hours as well, since there will be some egresses that need to be built on St. James Street to accommodate the new development.

"Traffic is going to be at a standstill so I think you have to do it in off-peak hours," Fielding said.

The Assiniboia community committee will consider the motion at a meeting Tuesday night.
