First phase of Phoenix inquiry finished

Phase one of the Phoenix Sinclair inquiry wrapped up today on what would have been her 13th birthday.

Two witnesses who were close to the little girl’s killers, Karl Wesley McKay and Samantha Kematch, testified today at the probe trying to find out how the little girl, in and out of care her whole life, fell through Manitoba’s child-welfare safety net, and why her 2005 death wasn’t discovered until 2006.

McKay’s daughter, 26, said she saw Phoenix with bruises. Her identity is protected by a publication ban. The other witness, whose identity is also protected, said she called Winnipeg Child and Family Services to report concerns about Phoenix’s treatment by the couple before they moved to Fisher River First Nation where Phoenix was murdered.

Since it began Sept. 5, the inquiry has heard from 81 witnesses during 54 days of hearings.
