Construction on Plessis underpass, rail bypass set to begin this spring

Transcona residents are one step closer to getting an underpass on Plessis Road now that an open house has been held.

The city held an open house on Thursday afternoon and evening to show the plans it has to build a $77-million underpass under the CN Rail line north of the Plessis Road and Dugald Road intersection.

More than 300 people came to see large posters showing the city’s plans for the project and getting the chance to ask questions express concerns.

The city told people that to build the underpass quickly it will be closing Plessis Road from Dugald Road to Kernaghan Avenue from July to the end of 2014. As well, a rail bypass, called a shoofly, will be constructed to allow trains to continue through.

Residents have long complained about being stuck in long traffic lines because of passing trains. The city says Plessis Road in that area has the highest traffic volume of any two lane street in the city.

The project will also include upgrading Plessis Road from two lanes to four divided lanes between Dugald Road and Pandora Avenue, improving the land drainage system, and relocating oil pipelines, water mains, sewers and electrical lines.

Construction on the underpass is set to begin this spring and be completed by the end of next year. The city is planning to hold another open house in late spring.
