New charges laid against registered sex offender

A high-risk Winnipeg sex offender has been accused of raping a 15-year-old girl while on the run from police.

Casey Clinton Dumas, 41, is back in custody facing numerous charges including sexual assault with a weapon (a knife), uttering death threats and several breaches of probation. None of the allegations have been proven and he is presumed innocent.

Police had been looking for Dumas since mid-June after he allegedly breached terms of a previous court order while in the community and sexually assaulted a man back in March. The probation order, handed to him in October 2011, forbids him from being alone with or communicating with anyone under age 18.

Today police said a Winnipeg family took Dumas into their home recently because he "had no place to stay." It’s not clear if they were aware of his criminal history.

Last Saturday, the 15-year-old girl said she awoke to find Dumas attacking her inside the residence on River Avenue.

"The victim was able to alert family members who intervened. The suspect then fled the residence," according to police.

Dumas was arrested the following day on both the outstanding charges and the new offences.

In 2004, Manitoba Justice added Dumas's name to its public registry of sex offenders saying young people, especially children, were at risk of sexual violence.
