Rain to end, cold to follow

The weather office has some good news and bad news for Winnipeg this weekend. The good news is the rain is expected to end by tomorrow. The bad news: temperatures are actually going to fall to 14 C this afternoon and the winds are going to howl.
A rainfall warning for Winnipeg and much of Southern Manitoba remains in effect till this afternoon.

Environment Canada says that since noon Friday, 50 to 75 mm of rain - with higher amounts in some areas - have been reported in most areas south of Winnipeg, namely Steinbach, Morris, Morden, and Carman areas.
Total rainfall amounts could reach as high as 100 mm in some areas today. In addition to the heavy rain, northest winds of 50 kilometres per hour gusting to 70 km/h are expected to develop today, the weather office says. Winnipeg is expected to cool off to 14 C this afternoon.
The rain should end over areas south of Winnipeg today, while areas to the northeast such as Bissett will see the rain lingering throughout most of tonight as well.
In Winnipeg Sunday, the forecast calls for sun, northwest winds and a high of 21 C.

The picture's caption describes the hapless pedestrian as "enduring the fowl weather". Does the use of "fowl" imply that she or he is a birdbrain for being outdoors on such a foul day? Alternatively, does the usage imply that the foul weather will soon attract waterfowl to Portage Avenue's puddles? Another possibility lies in a dramatic concept called "pathetic fallacy". For example, the foul weather will echo a Free Press editor's foul mood when she or he becomes aware of yet another example of malapropisms via overreliance on spell-checkers.
