What's up with the tunnel?

The Free Press recently went on an escorted tour under the Manitoba Legislative Building to find out what’s up — or down, I guess — with a tunnel that connects it with nearby government buildings.
Is it a secret escape route?
Was it built to protect politicians and their minions from angry Manitobans?
Or does it have some other purpose?
