Waverley West roads to cost $20 million more: report

A fly-over at Kenaston and Bishop Grandin will cost an additional $10 million, according to a city report that explains why construction of major roads in Waverley West is overbudget.

This afternoon, the City of Winnipeg released a report which said the cost of new roads into the residential subdivision has increased by $20 million to a total of $78 million.

Part of the reason for the shortfall, the report said, is the cost of building a fly-over structure at Kenaston and Bishop Grandin is projected to be an additional $10 million, and connecting Kenaston to the south Perimeter Highway could cost an additional $5 million, since the design and engineering has to be approved by the province.

The report said costs associated with a late construction start due to a longer-than-anticipated environmental-approval process will cost another $5 million.

All three levels of government agreed to share an equal part of the cost of the $54.7-million project in 2009. The money was in the city's capital budget in 2010, but work did not begin until the last two summers, in part due to a delay caused by an environmental assessment to ensure the project did not impact fish habitat.

Council's finance committee will review the report at a meeting next week.
