The dizzying pace of recalls raises the question of whether cost-cutting manufacturers are simply making more dangerous products, often in a faraway land. Or could it be government regulators, staring down at more demanding consumers and anxious companies concerned about liability lawsuits, are just ramping up random testing of consumer products?
