24 years too long to complete home, city tells owner

A River Heights man plans to fight a city order to finish building a home he started working on 24 years ago.

City inspectors ordered Daniel Old in March to remove scaffolding from his Ash Street home, obtain a building permit for a shed and hire an engineer to inspect and report on the building's structure.

City documents posted online show a recent inspection found numerous deficiencies and building-code violations at Old's home.

He was initially issued a permit to build a home in April 1988. A city inspector said in a letter to Old that progress on the project has been delayed and drawn out for years and has failed ever to be complete.

"From 1988 to 2012 is not a reasonable period of time to complete construction of a new dwelling," a city document said.

Old appealed the city's order, and is set to appear in front of city council's property committee on Tuesday.

Old declined to comment about the matter before the hearing.

 

Land swap with developer weighed

WINNIPEG will consider trading city-owned land in West Kildonan to a local developer.

On Tuesday, council's property committee will review a plan to give Global Homes a plot of unserviced land near Beecher Avenue and Ferrier Street in exchange for Global-owned unserviced land located just north of Beecher Avenue.

A city administrative report said the city-owned land would be a part of Global's development of 23 new residential units approved by city council last July. The report said Winnipeg will eventually need the land owned by Global to widen McGregor Street.
