Airport contract costs Winnipeg Police Service more than $200K

The Winnipeg Police Service fell short $716,000 of revenue projections over three years pertaining to its service contract with the Winnipeg Airports Authority, the city auditor has concluded.

Over a three-year period beginning in July 2008, the police service expected to earn $477,354 from its contract with Richardson International Airport but actually lost $238,890, the auditor states in a report to city council.

"This was the combined result of the Winnipeg Police Service not billing the Winnipeg Airports Authority for $361,651 in costs that were recoverable under the contract, and also due to administrative and overhead costs of $414,129 that were required to provide service under the contract, but were not incorporated into the overhead cost calculation included in the contract," the auditor writes.

The auditor has recommended that future contracts be clarified to reflect the actual cost of delivering the service.
