City hall took the first step this morning to regulating public use of frozen waterways.
The downtown development committee endorsed a new bylaw designed to encourage and regulate public activities on the city’s rivers, streams and retention ponds during winter.
The bylaw proposes that organizers of events be required to take out a $121 permit for activities that involve construction or erection of a building; events that are likely to attract more than 200 participants; commercial activities; and operation of a motor vehicle.
The bylaw needs council approval.
