A longtime Exchange District Chinese restaurant that has been closed for almost two months due to frozen water pipes reopened today.

Foon Hai, at 329 William Ave., opened just before noon and will be open until 9 p.m. today after being closed for 56 days.

Owner Stanley Dare said city crews dug through the pavement on the street outside last week and the water finally began flowing late Friday.

"It was cloudy and rusty when the water came on, but now it looks normal," Dare said.

"The city has told us to keep the water running continuously until June to make sure the pipe doesn’t freeze again.
