Winnipeg School Division trustees are looking at a draft budget with a 3.6 per cent property tax increase.
That amounts to about $3 a month on an average house, the division said.
Trustees plan to dip into reserves for $3 million to hold down expenses. The major new spending is $225,000 to pilot all-day nursery and kindergarten in four schools.
