Dream Factory a winner

LOTTERY winners Kirby and Marie Fontaine are having fun giving away their fortune, this time to the Dream Factory, which fulfils dreams for kids fighting life-threatening diseases.

The Sagkeeng couple, who won $50 million in a Lotto Max draw in 2009, made the $16,000 donation on New Year's Eve. It comes on the heels of their $50,000 donation to the Christmas Cheer Board to help cover the board's seasonal deficit.

"We were totally thrilled to receive the phone call on New Year's Eve from Kirby and Marie," said Grace Thomson, executive director for the Dream Factory, in a news release.

"It is absolutely heartwarming to be the recipient of such generosity. Kirby and Marie Fontaine should be proud of the difference they are making in the community."

The Fontaines are also believed to have made contributions to Winnipeg Harvest and Siloam Mission, among other local organizations, during the holiday season.

Murder charge laid

POLICE have arrested a 21-year-old man and charged him with second-degree murder after a body was discovered on Long Plain First Nation Thursday.

RCMP announced Friday Cody Alexander Schmidt of Long Plain was charged in connection to the death of a 24-year-old man.

Police haven't released the name of the victim, who is from Portage la Prairie.

The RCMP said the death happened after a fight broke out between people outside a home, and also injured a 20-year-old man and 47-year-old man.

Schmidt will be in court Monday.

Police said the investigation is continuing and haven't released the cause of death.

Ex-candidate wants clarity

A former civic election candidate wants the City of Winnipeg to clarify election rules after he successfully appealed a conviction for failing to file campaign expenses.

Livio Ciaralli, who ran for a council seat in Charleswood-Tuxedo in 2010, was fined $500 plus $300 in court costs for failing to file audited financial statements following the 2010 civic election race.

Ciaralli appealed the decision and argued the two handbooks the city provided when he registered as a candidate did not make it clear there was a financial penalty for not filing financial statements.

The judge who heard his appeal in July dismissed the $500 fine, though Ciaralli still had to pay $300 in court costs.

"I think they should make it clearer to the candidates," Ciaralli said Friday.

A City of Winnipeg spokeswoman said in an email statement the city clerk's office continually revises election documentation, including candidate packages, to ensure information is clear, correct and meets all statutory requirements.

Hotel appeal coming

A city committee is set to hear an appeal on the St. Charles Hotel.

Ken Zaifman, an immigration lawyer, has been working since 2008 on a plan to redevelop the property on Notre Dame Avenue as a boutique hotel. Officials have ordered him to comply with Winnipeg's vacant and derelict buildings bylaw, and Zaifman has appealed the order.

Council's downtown development committee will hear Zaifman's appeal at a meeting on Tuesday.

Poppy-sale theft arrests

TWO people accused of stealing money raised from poppy sales prior to Remembrance Day were arrested Thursday.

Winnipeg police say a man and woman entered a gas bar on St. Mary's Road on Nov. 7 about 2 p.m. While the woman distracted the clerk, the man stole the poppy display box with an undisclosed amount of money inside.

Two suspects were identified but fled the city before being found, and arrest warrants were issued.

This week, two people alleged to have commited the theft were picked up without incident.

Dallas Ian Jensen, 23, of Winnipeg, and Averi Anne Cairns, 21, of Winnipeg have been charged with theft under $5,000 and released on a promise to appear in court.
