Inquiry shows lessons unlearned, Tories say
Manitoba's Progressive Conservatives say the Phoenix Sinclair inquiry is showing the government hasn't learned anything from the young girl's murder.
On Thursday, the Tories blasted the NDP government over the disappearance of Child and Family Services case files as well as testimony this week from a former Winnipeg CFS CEO that she was prevented by superiors from sharing findings of previous reports on Phoenix's death with staff members.

PC critic Leanne Rowat said the buck has to stop with Family Services Minister Jennifer Howard and her NDP predecessors.
"Ultimately someone has to be held responsible for (the missing files on Phoenix's care). So, I'd like to know what the minister is going to do about that," Rowat said.
Howard and her predecessors are also ultimately responsible for failing to ensure front-line staff benefited from the results of past examinations of Phoenix's death, the Tory critic said. "If they don't like to be told about issues that need to be corrected and would rather hide them under a rug than deal with them, then I have some serious concerns about how the NDP are handling current cases."
A spokesman for Howard said no family services minister issued a directive not to share reports with staff. He noted the government publicly released all of the independent reports into Phoenix's death.
