The devil is in the details -- and here they are

New digs for Blue and Gold

Four and a half years after the Winnipeg Blue Bombers revealed they want a new stadium, the club has finally struck an ownership/construction deal with David Asper's Creswin Properties, the University of Manitoba and all three levels of government.

Here's how the deal breaks down:

The money

Cost: $135 million

Ottawa's contribution: $15 million, earmarked for athletic facilities only.

Manitoba's contribution: $20 million.

Winnipeg's contribution: No cash.

Creswin Properties' investment: $100 million.

At Polo Park

Canad Inns Stadium: To be demolished in late 2010. City property to be sold to Creswin at full market value. Creswin will then funnel lease revenue from future commercial development toward new athletic facilities at University of Manitoba.

New commercial projects: To be developed by Creswin in three phases, from 2011 to 2013.

New stadium at U of M

Construction: To begin in 2010 and finish in 2011.

Location: Northwest corner of Chancellor Matheson Road and University Crescent.

Seats: 30,000, expandable to 45,000.

Design: Playing surface eight metres below ground level. Bowl design protects most seats from rain.

Inflatable "bubble:" Seasonal protection for playing surface, for use by amateur and community sporting groups.

Other amenities: Blue Bomber Hall of Fame, Bomber and Bison retail stores, training centre for use by both Bombers and Bisons.

Parking: 5,600 parking spots on campus. "Fan-tram" to transport fans from parking lots to stadium.

Transit: Stadium located near southern terminus of future bus rapid transit corridor, to be completed in 2014.

Ownership: A new community entity, not Creswin.

Athletic improvements at U of M

University Stadium: Track to be preserved. Stands, locker rooms and seating to be upgraded.

Fitness centre: New facility to be constructed at Fort Garry campus. The location of it has yet to be determined.

The Winnipeg Football Club

Ownership: A new corporation led by Asper assumes control of the Winnipeg Blue Bombers in 2010.

Future in Winnipeg: Guaranteed in perpetuity by heavily lawyered deal between Winnipeg Football Club, Creswin and all other parties.

Default agreement: If Creswin retail project fails, team to revert to non-profit ownership.
