Welcome to the world Tracy Joyce Alexandre Brown was the first new Winnipegger of 1989. Tracy, 7 lb, 12 ounces, nestles in the arms of proud mother, Sally, at the Women's Centre where she was born at 12:46 a.m. on New Year's day.
