Damaging delays

It's been four months since the city has started a new garbage system, but it is still very annoying. At least in my area I see the garbage/recycling bins out even four days after the scheduled pickup day. Sometimes, I put garbage out on Monday and it's there until Friday.

Repeated complaints to 311 are no help in resolving this issue. My biggest concern is that homeowners are responsible to change a broken or damaged bin. The bins are out longer, and sometimes are hit by a passing vehicle. If they get damaged, why are homeowners responsible for replacing bins?

In my opinion, the contractors are responsible for this.
