Cartier’s budget includes celebration
The RM of Cartier is throwing a $75,000 party on June 13 and 14 to celebrate the municipality’s centennial.
The cost includes $35,000 for a centennial clock unveiled on Sat., June 14 in a park area across from the municipal office at 28 PR 248.
"We will have the unveiling that day, but will have to actually install the clock later," Cartier reeve Roland Rasmussen said.
The Cartier council passed the 2014 financial plan with a budget of approximately $8.2 million, however over $3.4 million reflects education taxes collected and paid to the provincial government. Municipal taxes account for 35 per cent of the total revenue and are about $2.8 million. Just over $1 million is being transferred into 2014 revenues from the municipality’s reserve fund.
Rasmussen said the biggest expenditure scheduled for 2014 is the continuation of a low-pressure sewage system to the Elie North, Fort Rouge and Springstein areas at a cost of about $1 million.
"We’re hoping to finish up what we started last year," he said.
As well, the municipality is buying a fire tanker for $296,000, two graders for a total of $350,000 and landfill equipment costing $274,000. Money is also budgeted to pay for Nicola Park playground upgrades, renovations to and equipment for the RM office, and costs associated with the municipal election in October.
About $536,000 will be transferred into the municipality’s reserve fund to pay for future capital costs.
Comparing property tax bills
According to information from the RM of Cartier:
A residential property in Elie and the Prairie Rose School Division assessed at $213,900 in 2013 would have paid a total of $2,683.73. In 2014, the same property assessed at $228,800 would pay $2,659.72 — about $24 or under 1 per cent less.
A residential property in St. Eustache and the Prairie Rose School Division assessed at $230,400 in 2013 would have paid a total of $3,213.35. In 2014, the same property assessed at $248,800 would pay $3,128.16 — about 2.6 per cent less. The taxes for both years include a levy for sewer extension.
A commercial property in the municipality and the Prairie Rose School Division assessed at $2,023,100 in 2013 would have paid a total of $52,985.84. In 2014, the same property assessed at $2,086,300 would pay $49,921.89 — a decrease of 5.7 per cent.
A rural residential property in the Red River Valley School Division assessed at $208,900 in 2013 would have paid a total of $2,860.12. In 2014, the same property assessed at $228,000 would pay $2,804.39 — a decrease of about 2 per cent.
