The development of Transcona West could soon be coming.
Local developer Genstar pitched its vision for building the neighbourhood at an open house at Canad Inns Transcona on Feb. 27. Genstar also developed the land immediately to the east of the proposed developments in Transcona West in the form of Kildonan Green.
The company is proposing to build approximately 2,500 housing units in three stages, with the first development, Devonshire Village, to be built south of a proposed extension of Kildare Avenue. Devonshire Village will have an emphasis on multifamily homes, with duplexes, townhomes, and condos proposed for the area.
"It will be a really neat sort of urban dynamic in there. It’ll be quite slick," said Genstar area developer Marc Brown. "We’re quite excited about the village concept and style."
Devonshire Park, to be developed in two stages north of Kildare, will be more focused on single-family residences.
"There’s definitely a demand here. The demographic is growing," said Brown. "There’s a lot of interest, a lot of population growth in this part of town, so we’re looking at developing lands to meet a market need.
"It’s a little bit of a different project – it’s more of a mixed-use, mixed-residential neighbourhood, which typically isn’t offered in Transcona right now, so we figure we’ll fit well in the community."
In addition to the Kildare Avenue extension, other changes to major routes proposed as part of the project include the extension of Devonshire Drive West, the twinning of Ravelston Avenue east of Peguis Street, the twinning and paving of Peguis Street from Reenders Drive to the CPR Keewatin rail line.
As well, the City of Winnipeg has proposed to build the Edward Schreyer Parkway just west of Plessis Road to connect Regent Avenue in the south with a proposed extension of Chief Peguis Trail in the north.
Before development proceeds, Reenders Drive would be extended to Peguis Street as a two-lane road, and would be twinned prior to any commercial development on the street. When the Reenders extension is complete, Almey Avenue would be closed at Lagimodiere Boulevard.
The plan would need to be approved by the City of Winnipeg. The first approval it will need is from the East Kildonan-Transcona Community Committee. A public hearing could be scheduled as soon as its April 9 meeting.
While area residents are glad to see development in the area, there were mixed responses to the plan.
"It’s time we started developing this area, for sure. Everything seems to be going to the southwest part of the city," said Sandra Copp, who volunteers at Sumka Brothers Greenhouses at the corner of Peguis and Ravelston. "I like what they’ve proposed so far – the idea where it’s more of a community-type neighbourhood as opposed to people cutting across to get to Regent."
Copp added she’s glad to see Peguis Street get developed, though Ravelston Avenue resident George Sumka hoped to see the street twinned all the way to Regent.
"Development is going to happen, it’s just a matter of how," said Sumka.
One Almey Avenue resident is concerned about the extra cars in the community.
"The traffic is going to be horrendous," she said, adding the addition of Target to Kildonan Place Shopping Centre is already going to result in more vehicles.
