Reenders projects pass community committee
Two neighbouring projects received approval at East Kildonan-Transcona Community Committee on Oct. 15.
After being tabled at the committee’s Sept. 17 meeting, the subdivision, rezoning, and variance applications for the lots proposed to house the Shops of Kildonan Mile development on Reenders Drive, and the zoning amendment agreement application from Kildonan Place all passed at the meeting. The matter will now be forwarded to the Standing Policy Committee on Property and Development.
The two projects were tied together, as the city looked to each to help improve Reenders, including extending it through to Peguis Street as development in Transcona West is set to proceed.
That responsibility will be on Shindico, the developer of the Shops of Kildonan Mile centre. At the meeting, Coun. Russ Wyatt (Transcona) recommended that Shindico construct a four-lane divided roadway from Stapon Road to Peguis Street.
Representing Kildonan Place, MMM Group vice-president of development for Manitoba and Saskatchewan Paul McNeil explained though the shopping centre has no immediate plans for expansion, it sought to pre-emptively boost its leasable area, as it has some undeveloped land on the northeast corner of its property.
The committee ruled that before any development proceeds on the property, it will have to pay its 50% share of creating the roadway along Reenders from Stapon Road to the east end of its property, which would have to be constructed by others. The committee ruled if the construction is not done by others, the shopping centre must cover the cost of the roadway from Stapon through to Peguis Street.
Under either circumstance, the shopping centre must realign the north-south private road toward the east side of its property to meet Reenders at a right angle.
As well, the committee determined the two developers will come together to create an active transportation path on the north side of Reenders between Stapon Road and Peguis Street.
