Things aren’t overly neighbourly between Kildonan Place Shopping Centre and a proposed Shops of Kildonan Mile development.
The two retail sites are in disagreement over how best to go about expanding Reenders Drive to a four-lane road, which is a priority for the City of Winnipeg, as new neighbourhoods are slated for development immediately to the east.
During a public hearing regarding a subdivision and rezoning request made by the Shops of Kildonan Mile development at East Kildonan-Transcona Community Committee on Sept. 17, MMM Group regional vice-president Paul McNeil, representing Kildonan Place, said the mall isn’t keen on giving up any of its property for the project. McNeil said the centre has already done its fair share, giving up some land to allow for Reenders to be built initially.
Mall representatives declined to comment further after the meeting.
Shindico legal affairs manager Justin Zarnowski, representing the Shops of Kildonan Mile development, said twinning Reenders needs to be done, and he’s confident the two sides will reach an agreement.
"For the residents, this is something the area clearly needs, and we’re happy to be involved," Zarnowski said. "We’re spending more than we normally would spend, but if that’s what it takes to make this project work for not only us, but for our neighbours, it’s something we’re willing to do."
Transcona Coun. Russ Wyatt laid over the decision on the Shops of Kildonan Mile development to the committee’s Oct. 15 meeting to allow himself time to look over the several changes Shindico proposed. In particular, the developers want to only pay for 25% of the cost of traffic controls at the corner of Reenders and Peguis Street, instead of the 100% pitched by the city.
As well, Shindico wants a proposed active transportation route moved from their property on the north side of Reenders to the south side, on Kildonan Place land. Zarnowski reasons that because Shindico is contributing 1.18 acres along its frontage before the active transportation corridor is taken into consideration, the south side would be a more appropriate place for it.
Shindico’s vision for the 25-acre development is to create a seven-lot site, with the largest site being 15.09 acres.
Kildonan Place also had a public hearing regarding a zoning agreement amendment on the docket at the same meeting, but Wyatt immediately laid the matter over to the Oct. 15 meeting to allow developers to hold an open house on the project. The mall’s application requests several changes to its zoning agreement, including deleting clauses related to its gross leasable floor area, and lifting restrictions on what types of businesses can operate on the property.
Kildonan Place’s specific plans for the development were not submitted with the application.
