Mayoral candidate Robert-Falcon Ouellette would remove rail yards and lines from Winnipeg so the rights-of-way could be used for a light rail transit line.
Removing the rail lines, while a massive and costly job, would also end the need for a new Arlington bridge and Waverley underpass. And it would mean the city could build a rapid transit network without expropriating private land.
It's a long-term project that would require significant federal funding to help relocate the rail lines, said Ouellette.
He said the first phase is improving existing transit and then costing out moving the rail lines and yards.
