Clarification from Coun. Pagtakhan: Arlington Bridge to be replaced in 2020 at or near current location. New tunnel or underpass ~2040.

The Arlington Bridge "can't be fixed" & will be replaced with either a widened McPhillips underpass or a new Sherbrook-McGregor tunnel.
