The World

Promises, promises

WASHINGTON -- The 10-year security compact U.S. President Barack Obama signed with Afghan President Hamid Karzai contains promises that the United States and Afghanistan cannot guarantee they will keep.

It pledges Afghanistan to fight corruption and protect human rights, including women's rights. All are areas where the U.S. already finds fault with Afghan performance. The nine-page agreement spells out no consequences if those goals aren't met.

The U.S. promises to seek annual funding to train and equip the Afghan armed forces but gives no dollar figure. The same is true for a variety of development, health, education and support projects.

The deal signed Tuesday in Afghanistan allows either nation to walk away on one year's notice.

Bloodshed in Egypt

CAIRO, Egypt -- Egypt's worst violence in months escalated the confrontation between political forces and the ruling military ahead of a landmark presidential election, as suspected army supporters attacked mainly Islamist protesters outside the Defence Ministry Wednesday, sparking clashes that left at least 11 people dead.

Political parties swiftly blamed the ruling generals for the bloodshed and vowed the election must go ahead as planned to ensure the military's removal from power.

Egypt has been plagued by sporadic bouts of deadly violence since the ouster of longtime authoritarian leader Hosni Mubarak last year, but Wednesday's killings took on added significance, coming just three weeks ahead of the presidential election.

No mercy for killer

DEER LODGE, Mon. -- A Canadian on death row in Montana for killing two men said he is "horrendously sorry" Wednesday, but the passage of time appeared only to have steeled the resolve of the victims' families to show him no mercy.

A visibly angry Thomas Running Rabbit, son of one of the victims, said he would seek justice for the father he never knew until "Ronald Smith's last breath."

"The decisions he made he has to pay for," Running Rabbit told Smith's clemency hearing. "He had no mercy for my father -- a person I have never met."

Smith, 54, has been on death row ever since he admitted to shooting Thomas Mad Man Jr. and Harvey Running Rabbit in 1982. He originally asked for the death penalty, but soon after changed his mind and has been fighting for his life ever since.

Daughter, 5, tanning?

NEWARK, N.J. -- A woman whose own skin is deeply bronze-coloured from regular visits to a tanning salon has been accused of taking her five-year-old daughter into a tanning booth in violation of state law, burning the girl's skin.

Through her attorney, Patricia Krentcil, 44, of Nutley, entered a plea of not guilty Wednesday in Superior Court to a charge of child endangerment. New Jersey law bars anyone under 14 from using a tanning salon.
