The Fraser Institute contends the Winnipeg Police Service is overstaffed and inefficient.
In a new report entitled Police and Crime Rates in Canada: A Comparison of Resources and Outcomes, the right-of-centre think tank suggests Winnipeg is tied with Thunder Bay for having the most-overstaffed police service, with 189 officers per 100,000 citizens in 2013.
The report suggests this is unnecessary because Winnipeg was only ranked seventh among Canadian cities in 2012 when it came to reported Criminal Code incidents per 100,000 people, with slightly more than 6,000.
The report concluded Winnipeg had the least efficient police service among 32 in Canada.
