Crescentwood lots to be rezoned, amalgamated

A high-profile property in Crescentwood that has sat vacant for years is being transformed into a new commercial mixed-use development.

City Centre community committee gave the green light to rezone and amalgamate 928 and 936 McMillan Ave. from residential single family-medium to commercial mixed use on June 4. The approval will allow developer Progressive Real Estate to build a four-storey complex with four residential suites, four office units, and one ground level commercial unit at the intersection of McMillan Avenue and Stafford Street.

The properties have been vacant since 2010 when a fire wiped out the two-and-a-half-storey home that had been at 928 McMillan Ave. for about a century. The neighbouring home was taken down shortly afterward.

According to a City administrative report, the ground level of the new development will include a 1,330-square-foot retail space facing Stafford and enclosed parking. The second floor will house four office spaces and mezzanine, and the top floor will have four approximately 1,600-square-foot residential units. The development provides the minimum number of parking spaces required under the bylaw. The development is still subject to plan approval.

Coun. John Orlikow (River Heights-Fort Garry) said the amalgamation of the two lots is a unique opportunity in the neighbourhood in that the properties were vacant and border a major corridor.

"If there was a house there already, I’m not sure how keen I’d be to have the lots amalgamated to have a lot this size," Orlikow said.

Homeowners in River Heights are lighting up their properties with a little assistance from the City of Winnipeg.

A nearly $3,000 per capita grant was approved for the River Heights Crescentwood Safety Association to support an alleyway lighting project.

According to City documents, the association’s Brighten Up Program will install 50 lights in back alleys and provide address numbers on back alley properties to 20 residents in the River Heights and Crescentwood area. Numbered garages in back lanes will improve the ability of first responders to attend to calls in the neighbourhood, officials say.

The total cost of the project is $5,858.

It’s the end of the school year and city councillors are doling out cash for scholarships and awards.
The following groups received per capita grants from City Centre community committee:

• Earl Grey School received a $100 grant from Fort Rouge-East Fort Garry ward to provide book awards to two patrols.
• Fort Rouge School received a $50 grant from the Fort Rouge-East Fort Garry ward for a Grade 6 student award.
• Gladstone School received a $50 grant from the Fort Rouge-East Fort Garry ward to support the Gladstone School Book Award, presented to a Grade 6 student who has developed a love of reading.
• Churchill High School received a $500 grant from the Fort Rouge-East Fort Garry ward to support an award for a graduating student.
• Lord Roberts School received a $50 grant from the Fort Rouge-East Fort Garry ward to support a book award for a graduating Grade 6 student.
• St. John Brebeuf School received a $100 grant from the River Heights-Fort Garry ward to support an award for leadership in the classroom, to be presented at the Grade 8 graduation ceremony.
• Institut collégial Vincent Massey Collegiate received a $500 grant from the Fort Rouge-East Fort Garry ward to support an award for a graduating Grade 12 student.
