The province projects that number to increase to 40,500 to 46,500 vehicles per day by 2048.

“I think it’s fair to say it’s certainly one of the more important interchanges on the whole system,” McRitchie said.

An interchange at Kenaston Boulevard is required to handle traffic exiting a future western bypass of the St. Norbert community. The province is looking to build a four-lane divided expressway from Highway 75 south of Marchand Road to Kenaston.

The bypass would provide heavy truck traffic destined for the United States that currently travels on Pembina Highway (past residential communities lighted intersections, and pedestrian crossings) a more efficient route through the city.

The three alignments proposed by Manitoba Infrastructure are as follows:

• A westerly alignment following Waverley Street and turning east to connect with Highway 75 (with service roads on each side of the bypass north of the La Salle River), and a future interchange south of Rue des Trappistes;

• A central alignment extending Kenaston Boulevard south until it crosses the La Salle River and turning east to connect with Highway 75, and a future interchange south of Rue des Trappistes; and

• An easterly alignment that takes the bypass a bit further east, closer to the Southwood Golf Course, then winding more or less straight south to Highway 75, and a future interchange south of Rue des Trappistes.

All three would utilize a “trumpet” style interchange to leave Highway 75.

Manitoba Infrastructure
The proposed alignment for a cloverleaf interchange at Kenaston Boulevard and the Perimeter Highway.

McRitchie said costs for the three alignments would be comparable although each has its own set of constraints. The project team will be doing a deeper dive into costs, agricultural, business, and environmental impacts before making a preliminary recommendation and bringing that to stakeholders, McRitchie said.

“Any one of these options in our view, could likely work,” he said. “It’s just that one of them is better than the other and we haven’t gotten far enough to know what that is.”

The two interchange options for Kenaston and the Perimeter Highway proposed by the province include a partial cloverleaf and standard cloverleaf (only one option was on display at the open house). McRitchie said there is no preferred option at this time.

The long-term design for the Perimeter also includes proposed interchanges at the current McGillivray, St. Mary’s and St. Anne’s Road intersections, and improvements to the Portage, Wilkes Avenue and Pembina Highway interchanges.

The next step for public consultation will take place this summer when a proposed functional design of the PTH 100 alignment, its associated structures, and the future proposed St. Norbert bypass alignment will be presented to the public for final feedback.

A
