The RM of Hanover is considering implementing a bylaw which would enforce the payment of parking tickets within the municipality.
First reading was given to the Administrative Penalty Bylaw on Wednesday morning.
The bylaw’s purpose is to establish an administrative penalty scheme for parking infractions and other bylaw contraventions. Much like parking tickets in other municipalities and cities, the penalties would include discounted amounts if paid by a certain date and the option to request a review of the contravention by a screening officer.
If not paid or responded to within 30 days of the penalty’s delivery a final notice would be issued.
If an affected person requests a review of their ticket, the screening officer can reduce a fine, confirm the penalty or cancel the notice if, in the screening officer’s opinion, the contravention did not occur as alleged or the vehicle owner can show proof they did not commit the offence by way of a vehicular theft or other exceptional circumstances.
The screening officer would have 14 days from the review date to make a final decision on the matter.
If a ticket holder does not agree with the officer’s decision they could request a review of the decision which would come with a $25 adjudication fee. The file would then be sent to the chief adjudicator for a second look.
In the first three months of 2022, 46 parking and snow route-related tickets have been issued within the municipality
Second and third reading of the bylaw is expected to come before council on May 25. If passed, the bylaw would come into effect immediately.
