Path cleared for extension of Pioneers Greenway

The East Kildonan-Transcona community committee held its first regular meeting of 2022 on Jan. 4.
An application that would change the alignment of the entrance to the Pioneers Greenway, and open and close some portions of Gateway Road and Elmwood Road, was also discussed during a public hearing. The changes would allow the path to continue south of Nairn Avenue.
The proposal, the public service noted, would allow for increased active transportation rates and reduce traffic congestion in the area while being in line with Our Winnipeg and the city’s climate action plan.
Coun. Jason Schreyer (Elmwood-East Kildonan), while supportive of the project, noted he did not believe it would in any substantive way affect the city’s greenhouse gas emissions.
“I just have to say it,” Schreyer said. “I’m doing this for the sake of the active transportation plan.”
“Promoting active transportation is in line with our climate goals, is it not?” Coun. Jeff Browaty (North Kildonan) added. “If someone leaves their car in their garage and takes their bike, that won’t reduce our carbon footprint?”
“Each small step adds up,” Catherine Gagnon, author of the report, told the committee. “This gives the residents of Winnipeg an opportunities to reduce their carbon impact by choosing put their cars away and use these paths as a different, alternate means.”
The committee also approved a subdivision, rezoning, and variance application for the property west of 757 Bonner Ave. Four single family lots are to be added fon Cindy Klassen Way, while consolidating the southern portion with an R1M lot on Bonner.
“This is creative infill development,” Browaty said. “To make this development happen, it has been quite interesting and challenging.”
Plans for a multifamily development at 755 Golspie St. were approved by the committee. Variances and conditional uses for which were approved following a public hearing on Dec. 17, allowing for a one three-storey building with 32 units, and 49 parking spaces, to be built on the site.
“My concern is do we have enough trees?” Schreyer asked. City planners assured the committee they were satisfied with the number of trees for the lot.
A change to development agreement for the Canterbury Crossing development in Transcona regarding sidewalk easements and snow storage was approved, which would require the developer to provide space for snow to be cleared and stored.
A per capita grant of $2,500 from the Transcona ward, along with $250 each from the North Kildonan and Elmwood-East Kildonan wards, to provide for sponsorship of the Yonex 2022 Canadian senior and para badminton championships was approved.
The event, which is to take place at the Prairie Badminton Centre (275 De Baets St.), is expected to be held Feb. 1 to 5, though Coun. Shawn Nason (Transcona) noted that there were contingency plans to postpone the event until May, if public health orders require.
