Application to close public lane rejected

An application to close part of a public lane behind 755 Henderson Hwy. was rejected by the standing policy committee on property and development on Feb. 2. A subdivision and rezoning application for the property and adjacent property at 220 Helmsdale Ave. was also shot down by the committee.

“We really use our public back lanes in Winnipeg,” standing policy committee chair Coun. Sherri Rollins noted. “Closing off one of them, there’s at least six, if not nine to 12 lots that look like they would be adversely impacted here.”

At the East Kildonan-Transcona community committee on Jan. 25, a 1-1 tie vote on the matter resulted in the matter moving forward with no recommendation. At public hearings on Jan. 3 and 25, a number of local residents registered in opposition to the lane closure.

The owners of the Henderson Business Park sought to build a parking lot, as well as develop four single-family homes, on Helmsdale. The lane closure would have allowed the parking lot, which owners say is key to attracting tenants to the building, to become part of the property on Henderson Highway. At the earlier community committee meeting, Coun. Jason Schreyer (Elmwood-East Kildonan) said he supported the plan for more parking and residential development, but could not support the closure of the public lane.
