Riel CC calls for establishment of public tree fund

The Riel community committee held a regular meeting on Feb. 29.

Coun. Brian Mayes (St. Vital) made a few motions, including one that would see public works provide area councillors with weekly reports on cancelled bus routes during expected service disruptions, as well as another that would see gravel lanes improved where zoning bylaws are changed to increase density throughout the city.

Another motion that passed also called on the city to establish a public tree fund, which would be contributed to when properties within the city are developed. In February 2023, an appeal committee was supportive of such an idea, initially suggesting a 0.2 per cent fee based on the sale value of the home.

However, Ray Hesslein of the Glenwood Neighbourhood Association planning committee, suggested a fee structure that would consider the new building’s footprint, land areas for parkways and driveways, consumer price index, and the allocation of the funds in consultation with the relevant neighbourhood.

“This is an attempt to say, ‘Do something!’,” Mayes said, noting there currently isn’t a mechanism in place at the city, but one would be welcome.

A land dedication reserve grant for $30,000 for the St. Vital Mustangs turf field development’s second phase was approved.

Plans for 90 Riverbend Ave., which include splitting a 56.5 foot lot, with a house to be built on one lot and the second lot sold were approved, as was a request to name a new park in Sage Creek as D’Eschambault Park.

The committee also received a report of per capita, land dedication reserve, and community incentive grants which were approved by way of delegated authority between July 1, 2023, and Dec. 31, 2023.

Occasional liquor permits were also approved for the Ironman Outdoor Curling bonspiel and the St. Norbert Community Centre’s Heritage Days.
