Mixed-use rezoning on Nairn approved

The East Kildonan-Transcona community committee met on April 8.
A combined rezoning and variance application for 1131 Nairn Ave., to rezone the property from commercial to residential mixed-use, was discussed at length. Variances regarding reduced front-and side-yard size, and minimum lot area per dwelling were also approved, to allow for the construction of a six storey, 99-unit residential mixed-use building on site, which was formerly the home of a 7-Eleven.
Coun. Jason Schreyer (Elmwood-East Kildonan) noted that the building would be higher than any other nearby buildings. However, the proponent argued the proposal was in line with the OurWinnipeg 2045 planning document, calling for high residential densities along major corridors such as Nairn Avenue.

An application to rezone 1131 Nairn Ave., from commercial use to residential mixed-use, along with a number of variances, to allow for a six-storey, 99-unit resident mixed-use building, was approved by the East Kildonan-Transcona community committee following a public hearing on April 8.
A number of area residents registered in opposition to the project, objecting primarily to the height and increase in traffic.
The developer agreed in principle to step-down to five storeys in height at the east side of the building, to reduce shadow. Final plans will need to be approved by the committee before construction begins.
“It is right to have this development here,” Schreyer said. “I believe this is the best I can do.”
A subdivision and rezoning application for 463 and 465 Edison Ave., to consolidate a newly aquired piece of land with the existing properties, which are zoned for large multi-family development, was also approved. The application met with no opposition.
Additionally, a public hearing was held for an excess animal permit, to allow for eight cats for a term of five years, for Franjo Bogovic at 32 Trudell Bay.
During the regular meeting, land dedication reserve funds of $4,000 were approved towards costs of the proposed Mother Earth Nature Park on Gunn Road in Transcona.
Plans were also approved for an expansion at Springs Christian Academy at 595 Lagimodiere Blvd.
In addition, “Dardania” was added to the East Kildonan-Transcona street name reserve, following a presentation from members of the Albanian-Canadian Community of Manitoba. The Kingdom of Dardania was a third-century kingdom centred around present-day Kosovoa, and included parts of Albania.
Community funding for Rainbow Stage’s upcoming production of Ma-Buhay!, with $17,000 in per capita grants ($10,000 from Transcona, $7,000 from Elmwood-East Kildonan) was also approved.
