The Riel community committee of Winnipeg city council held its first meeting of the year on Jan. 8.

During the regular portion of the meeting, the committee referred plans for 878 John Bruce Rd. — a one-storey, single family property in the St. Vital ward — back to the applicant to make amendments regarding landscaping, stipulating minimum requirements for coniferous and deciduous trees, along with a ruling that privacy screening be added along the rear portion of the property, where possible.

The committee concurred with the public service and recommended to the standing policy committee on property and development regarding an extension of time until Dec. 15 (subdivision and rezoning) for 1680 St. Mary’s Rd., 700 and 730 River Rd. in the St. Norbert-Seine River ward.

Extensions of time were also approved for 966 John Bruce Rd. until Dec. 15 (subdivision and rezoning), and a subdivision on Moore Avenue in the St. Vital ward — the lot is located between 35 and 39 Moore Ave. — until Dec. 15.

The committee also recommended to the standing policy committee on property and development that the public service report back regarding the honorary street naming of University Crescent from Pembina Highway to Chancellor Matheson Road to UMSU Way in the St. Norbert-Seine River ward.

“Councillor Lukes and I will fund the sign-toppers,” Coun. Markus Chambers (St. Norbert-Seine River) said.

During the hearings portion of the meeting, the focus was on a subdivision, rezoning and variance, ruling on. 663 Marion St., in the Mission Industrial neighbourhood. The committee concurred with the recommendation of the public service, and recommended to the standing policy committee on property and development that the application be approved subject to a number of conditions.

The intention is to rezone the property from an M3 Manufacturing Heavy District designation to an M1 Manufacturing Light District and PR1 Parks and Recreation District designations, which would allow for for construction of one mixed-use commercial building and one commercial building.

Lot 1 would be home to a new office for Bockstael Construction, said applicant Brennan Johnson. In a presentation, he explained the three new lots will include a lot for future commercial development, as well as a portion of naturalized land.

“Ahead of today’s hearing, we did send letters out to 15 businesses and landowners that surround the subject site … to date, no concerns have been identified, and we’ve received five letters of support,” Johnson said.
