The latest Riel Community Committee meeting was held on April 10.

The meeting started with the committee concurring with the recommendation of the public service and approving a community incentive grant program application from Le P’tit Bonheur — a non-profit child-care centre — for $69,000 from the St. Boniface ward for its accessible yard project, subject to several conditions.

According to supporting documents, the project “specifically involves the construction of accessible pathways connecting all outdoor play areas, ensuring that children with wheelchairs or reduced mobility can move freely and safely between activity zones.”

The committee approved the extension of an honorary name designation in St. Vital ward, designating Sadler Avenue east of St. Anne’s Road “Bob Holliday Way”. It was first designated in 2020 for Holliday’s volunteer work and service to the St. Vital History Society and museum, as well as his inductions into a number of Manitoba sports halls of fame. It will now run until July 1, 2030.

Holliday, who died in 2022, was also a former journalist and wrestling promoter. Holliday’s nephew and executor, Keith Bell, provided authorization for the extension.

“Bob was a very respected member of our journalism team,” Coun. Markus Chambers (St. Norbert-Seine River) said.

The committee recommended to the standing policy committee on property and development that a proposed opening of a part of 750 Marion St. in the St. Boniface ward — described by Mayes as “long, narrow triangular opening” — in the St. Boniface ward be approved. The subject land, which impacts an Access Storage site, will be used for road widening.

The committee granted plan approvals at 185 Provencher Blvd. in the St. Boniface ward for renovations of the second floor, and partial renovation of the exterior. The second floor will be transitioned into a dental office.

Plan approval was also granted for a residential property at 475 Wales Ave. in the St. Vital ward for the construction of an attached sun room on the rear of the house.

The committee also approved plan for a residential unit development on Des Hivernants Boulevard in the St. Vital ward, subject to a condition.

Following a public hearing, the committee approved a variance for the construction of a multi-family dwellings to permit a front yard of 3.96 metres and a rear yard of 2.74 metres. The development will consist of 10 buildings, each with 10 units, and there will be 160 spaces, 15 visitors spaces, and 15 lockable bike spaces. The site is currently a vacant field.

“If you wanted a site that’s near all three schools in Sage Creek, this is that site. You could walk to all three schools from here,” Coun. Brian Mayes (St. Vital) said, noting he’d like to consult with stakeholders about having benches in walkable areas of the neighbourhood.
