Fossay acclaimed as new reeve for RM of Cartier

Dale Fossay stepped in the reeve’s position on the RM of Cartier after Roland Rasmussen resigned.

Fossay, who previously served as councillor for Dacotah-Springstein, was unopposed.

Councillors Estelle Thornson and Andrew Peters were acclaimed in Dacotah-Springstein and Lido Plage-Whitehorse wards, respectively. Newcomer Christian Lachance was acclaimed in Assiniboine Centre.

Lynn Kauppila and Dean Legault are challenging incumbent Gerry Arnal in Elie-Glengarry, while Sharon Hofer and Trevor Lamoureux are running against incumbent Ken Beaudin in St. Eustache-Poplar Point.

The Headliner invited all candidates to speak about their platforms. Peters and Hofer did not respond by deadline.

Dale Fossay, Reeve

Dale Fossay, 59, has been acclaimed as reeve for the RM of Cartier.

He said it has been his pleasure and privilege to have served the RM of Cartier for the last 12 years as Dacotah-Springstein ward councillor. He looks forward to continuing to serve the municipality as reeve.

Fossay said he hopes to continue bringing effective affordable services to the residents and ratepayers in Cartier. Having just celebrated the municipality’s 100-year anniversary, Fossay looks forward to the start of the next hundred years and the new challenges the future will bring.

 

 

Estelle Thornson, Dacotah-Springstein

Estelle Thornson, 57, is pleased to have the opportunity to once again serve as councillor for the Dacotah-Springstein ward.  

While this will be Thornson’s first time representing this ward, it is her second term on council. For the last four years she served as councillor for the Assiniboine Centre ward.  

Thornson was a part of the administrative office team in Cartier for 26 years. She said this was a most enjoyable career and provided her with a solid knowledge of the workings in the municipality.

She said the municipality has grown and the demand to provide affordable services is a key concern. Effective planning is necessary to maintain a sustainable future.  

 

Christian Lachance, Assiniboine Centre

Christian Lachance, 30, was born and raised in the RM of Cartier where he attended École St. Eustache and graduated from St. Paul’s Collegiate in Elie. After completing his Bachelor of science in agriculture from the University of Manitoba, he returned to the family’s farm, raising cattle and hogs and growing hay. He also works for Richardson Milling in Portage la Prairie.

He and wife Ashley have a baby girl.

Lachance said he’ll do his best to understand and appreciate the issues at hand, listen to the questions being asked and help to make the right decision. He looks forward to the challenge of being responsible for leading and supporting strategies and activities that will result in a viable and sustainable future for Cartier.

 

Gerry Arnal, Elie-Glengarry

Gerry Arnal, 58, moved to Elie when he was a month old. His father Edmond was the UGG elevator agent.

He attended school in Elie and joined MTS when he was 18. In 2013 he became technical services manager for southern Manitoba.

He’s been involved in the community including serving roles with Cartier Minor Baseball along with coaching ringette.

He said he takes great pride in having worked to establish the Cartier Regional Water Plant to deliver safe drinking water to Cartier residents. He was also prominent in the development of sewage distribution systems in Springsteen, St. Eustache, Elie North, and the addition of new play structures and redesign of Maggie Park in Elie. Another notable event has been the establishment of the Elie Day Care.

 

Lynn Kauppila, Elie-Glengarry

Lynn Kauppila, 58, and husband Les have resided in Elie for the past 30 years and raised their four children.

She has worked in municipal administration for the past 22 years. For five years, she was Chief Administrative Officer for the RM of Cartier and has worked as CAO for the RM of Woodlands for the past five years.  

She said she believes her municipal knowledge will help her to be an asset on the RM of Cartier council, and provide considerable input during the decision-making process.

She said drainage is always an issue, and supports ongoing and new drainage projects. With many young families living in the community, she feels there’s a need for more recreational activities.

 

 

Dean Legault, Elie-Glengarry

Dean Legault, 34, is a lifelong resident of Elie.

He said he’s been a business owner with experience in real estate, land development, sewer and water construction and asset purchasing.

Legault said the ward’s residents expect good communication, and he will remain accountable and help them stay informed about municipal business. His priorities are neighbourhood beautification projects such as playground development and tree planting, along with road, sidewalk and drainage improvements.

He said he’s committed to working on the RM of Cartier council to ensure taxes remain low.

 

 

Ken Beaudin, St. Eustache-Poplar Point

Ken Beaudin, 65, is a lifelong St. Eustache resident. Married for 35 years, he and wife Debbie have raised three children.

Beaudin said he’s enjoying life to the fullest and has been very proud of his village for many years. He’s served on the St. Eustache Community Club for 25 years, is involved with the church and taking care of the cemetery. He’s a member of the Young at Heart Club, and also a director for the Caisse Populaire.

Beaudin is running for re-election in the St. Eustache-Poplar Point ward. He’s been a councillor in the RM for four terms.

 

 

Trevor Lamoureux, St. Eustache-Poplar Point

Trevor Lamoureux, 35, is a local carpenter who grew up in Cartier area.

He said he’s  looking forward to getting more involved with the community to help it grow.
