Ward Boundaries Commission recommends elimination of St. Charles

A draft report released on Oct. 18 by the city’s Ward Boundaries Commission has recommended changes to several wards in West Winnipeg, and the removal of the St. Charles ward.

The report states that “there are major discrepancies in ward populations, with the largest, the South Winnipeg-St. Norbert Ward, having 68,112 citizens, more than double the size of the St. Charles Ward at 32,171 citizens.”

Because of the small population of St. Charles, the report proposes to include the neighbourhoods of Assiniboia Downs, Glendale, Kirkfield and Westwood in new ward, Charleswood-Tuxedo.

The commission also recommended the renaming and reorganization of wards as follows:

•  The South Winnipeg-St. Norbert ward be renamed the St. Norbert ward.
• The Charleswood-Tuxedo-Whyte Ridge ward be renamed the Charleswood-Tuxedo ward.
• The St. James-Brooklands-Weston ward be renamed the St. James ward.
• The St. Charles ward neighbourhoods of Assiniboia Downs, Glendale, Kirkfield, and Westwood, be reassigned to the Charleswood-Tuxedo ward.
• The St. Vital ward neighbourhoods of Dakota Crossing and St. Vital Perimeter South be moved to the St. Norbert ward.
• The St. Charles ward neighbourhoods of Buchanan, Crestview, Heritage Park, Saskatchewan North, and Sturgeon Creek, be reassigned to the St. James ward.
• The St. Boniface ward neighbourhoods of Dugald, Southland Park, St. Boniface Industrial Park, and Symington Yards, be moved to Transcona ward and that the Royalwood, Fraipont and Sage Creek neighbourhoods be moved to the St. Vital ward.
• The Old Kildonan ward neighbourhoods of Riverbend and Rivergrove be moved to the North Kildonan ward.
•The North Point Douglas neighbourhood (from the Mynarski ward) and the Brooklands, Omand’s Creek Industrial, and Weston neighbourhoods (from the St. James ward be moved to the Point Douglas ward.
• The Point Douglas ward neighbourhoods of Mynarski and Robertson be moved to the Mynarski ward and that the Dufferin neighbourhood be consolidated.

The commission will hold its final public hearing to allow residents and organizations to provide input on the draft report  on Nov. 1 at 6 p.m. at City Hall (510 Main St.)

According to the City, all persons are welcome to attend the public hearing to provide input on the draft report to the commission. Written submissions will be accepted until 4:30 p.m. on Nov. 1, 2017.

Following the hearing, the commission will make its final recommendations and changes to the ward boundaries will become effective September 2018.
