Zoning variance, conditional use approved

The RM of West St. Paul council held a regular planning meeting on Feb. 10.
A variance was approved to reduce minimum site area requirements from four acres to approximately 3.85 acres each for two proposed lots on a property at 197 Fulsher Rd. The property is zoned agricultural but is being developed for residential use as part of a previously approved subdivision.
“This is great to see a variety of lot size in West St. Paul,” mayor Cheryl Christian said.
Additionally, a conditional use application was approved to allow for a veterinary clinic within units 14 and 16 at 1051 Kapelus Dr.
Some concerns were raised by Coun. Eleanor Link regarding changes with regard to access and roadways that are forthcoming with regard to access to the Perimeter Highway which could impact the business.
Norma Alberg, who was registered in support for the application, also expressed concern about the increase in traffic that a new business and new residents to the area will bring to local roadways. She said pending changes to access would only make traffic worse.
Brent Olynyk, chief administrative officer for West St. Paul, called such concerns “fear mongering” in response, while Christian noted she believed the business would have at least four access points for vehicles.
The owners noted they were aware of changes coming, but did not believe they would be injurious to the business. The application was approved, with a condition restricting business to between 7 a.m. and 7 p.m., with some exception for emergency procedures, was added to the application.
A zoning bylaw amendment was heard with regard to two properties zoned ‘agricultural’ to ‘residential serviced.’ A first reading of the change was approved, which will allow a public hearing to be held for a second hearing when the rest of the surrounding subdivision will be discussed in the near future.
