The city’s property and development standing committee overturned a recent decision by the City Centre community committee to halt the development of a multi-family and commercial building on McMillan Avenue.

The Dec. 7 meeting of the standing policy committee on property and development, heritage, and downtown development meeting was attended by councillors Kevin Klein (Charleswood-Tuxedo-Westwood), Janice Lukes (Waverley West), Cindy Gilroy (Daniel McIntyre) and Vivian Santos (Point Douglas).

Their decision to allow the subdivision and rezoning of the properties at 911, 913 and 915 McMillan Ave. at Stafford Street by Dwell Design Homes will see the proposal move on to executive policy committee and then city council.

The plan would see the three lots consolidated and rezoned to residential mixed-use, and the development of a complex containing 22 dwelling units with motor vehicle parking spaces in an underground parkade. Two commercial units will face Stafford Avenue. The newly created site would straddle two policy areas in the Corydon Osborne Area Plan.

A city-owned lot at the corner of Osborne Street at Stradbrook could be put up for sale, after the plan received approval by the committee. The plan to have the lot at 145 Osborne declared surplus will move on to the city’s executive policy committee.

The property committee directed the Assiniboia community committee to hold a public hearing to gather input before making a recommendation to city council on the proposed development plan for the former Southwood golf course by the University of Manitoba.

The 140-acre site is owned by the U of M, which plans to build a 10,000-dwelling unit mixed-use neighbourhood in proximity to the Southwest Bus Rapid Transit line and the Fort Garry campus over the next 40 years.

Agreements will need to be put in place to maintain the public roads such as University Crescent. The university maintains its own roads and sidewalks, according to city administration.

The committee also concurred with the decisions made by the City Centre community committee regarding:

• Rezoning the property at 149 Lindsay St. at Academy Road to allow the development of a four-unit, multi-family dwelling by Dwell Design and Crystal Ionics Inc.

• Subdivision and rezoning of the properties at 874, 876 and 880 Grosvenor Ave. to allow the development of a 26-unit, multi-family residential building by Ventura Developments Inc.

These recommendations will move on to executive policy committee and then city council.
