The Assiniboia community committee met on June 23, where a hefty amount of projects were discussed.

The committee approved plans for a proposed Bath Depot chain store, which would be located at 880 St. James St., in the St. James Station shopping area near Polo Park.

The committee also approved the design guidelines for the Southwood Circle, a proposed community which would be located at 230 University Cres., adjacent to Princess Auto Stadium. Southwood, which brands itself as a “complete urban community,” is on the land formerly occupied by the Southwood Golf and Country Club, relocated to 80 Rue des Ruines du Monastere (in St. Norbert) in 2011.

The approved guidelines covered topics such as guiding principles — which displayed a heavy focus on pedestrian traffic, public transit, and “a holistic approach to sustainability consistent with Indigenous planning and design principles” — a commitment to diversity and connection between natural and human elements of the community, and a summary of neighbourhood plans approved by the city so far.

There will also be 21 acres of parkland — the city requirement is nine — which will include “100 per cent” of the waterfront.

Due to its close proximity to the University of Manitoba, the Winnipeg Transit rapid transit route would be re-routed through the space, adding support for the neighbourhood’s strategy to reduce cars and parking, according to the guidelines.

More recreational plans for the community included ceremonial gathering spaces, nature play experiences for children, naturalized wetland, and interactive public art.

Currently, there are three planned phases for Southwood’s development, to be built over the next 30 years.

A public hearing was held regarding a subdivision and rezoning at 1200 and 1204 Sturgeon Rd., which would make way for a residential project containing 186 units split across three apartment buildings. Each four-storey building would contain a mix of studio, 1, 2, and 3 bedroom apartments.

Plans also include 282 parking spots, as well as 28 parking spots for bicycles.

The motion was approved and supported by Coun. Janice Lukes (Waverley West), as “they fit in the context of the community,” as well as support the expansion of CentrePort and the surrounding area.

Another hearing was held regarding a subdivision and rezoning for a proposed development along Taylor Avenue, between Kenaston Boulevard and Portsmouth Boulevard, that would function as part of the planned Naawi-Oodena development — an urban economic development zone, owned by T1DC, located on the former Kapyong barracks site in Tuxedo.

The proposed site would create 32 lots and one, 1.9 acre large public reserve, as well as two new public streets, which will intersect with Taylor Avenue, which is located north of the site.

The community space aligns with the Naawi-Oodena Secondary Plan, as well as OurWinnipeg 2045. If completed, it will be mixed-use and contain residential and commercial buildings. The plan was approved.

“First and foremost, this would move forward the development of Naawi-Oodena, from the Canada Lands property, which the community has asked for, for multiple years now,” said Coun. Evan Duncan (Charleswood – Tuxedo – Westwood) in support, adding that the developer “has a long-standing track record across Canada for high quality development.”

Finally, the committee approved two honourary street names: Wilkes Avenue between Kenaston Boulevard and Lorimer Boulevard as ‘Sikh Centre Way,’ and Oakdale Drive between Grant Avenue and Coy Avenue as ‘Wayne Deschouwer Way.’

Sikh Centre Way would commemorate the Guadwara Winnipeg South Sikh Centre, which has “served the spiritual, cultural and social needs of the south Winnipeg Sikh community for more than thirty years.”

Wayne Deschouwer Way would pay tribute to its namesake, who died in 2018. Deschouwer was a dedicated volunteer and general manager and president of the Charleswood Hawks hockey team for over 24 years.

A meeting for the City Centre community committee was scheduled for June 24, but was rescheduled to a later date.
