The report states that Statistics Canada’s 2016 Census of Population showed that Winnipeg has experienced significant growth and the expansion is expected to continue. This growth has caused major discrepancies in ward populations in terms of size, service issues, and electoral fairness.

Since 2011, the Mynarski ward has had a population growth of only 234 people while the Old Kildonan ward and the Point Douglas Ward grew to 6,240 and 2,663 respectively, according to the 2016 and 2011 census data.

The commission is recommending the following for the northwest wards:

• The Old Kildonan ward neighbourhoods of Riverbend and Rivergrove be moved to the North Kildonan ward. 

• The North Point Douglas neighbourhood (from the Mynarski ward) and the Brooklands, Omand’s Creek Industrial, and Weston neighbourhoods (from the St. James ward) be moved to the Point Douglas ward.

• The Point Douglas ward neighbourhoods of Mynarski and Robertson be moved to the Mynarski ward, and that the Dufferin neighbourhood be consolidated.

Two public hearings have been held since Sept. 6 and it will be holding its final public hearing on Nov. 1. 6 p.m. at City Hall (510 Main St.). All are invited to attend the and provide input on the draft report. Written submissions will be accepted until 4:30 p.m. on Nov. 1, 2017. 

If concurred, these changes will be effective as of September 2018 at the close of the nomination period for the 2018 civic election, and would apply to all elected officials. The number of wards will not change as result of this review.

The public hearing will be live-streamed and accessible on the City’s website.
