Kapyong buildings: The 41 buildings on the Kapyong Barracks site have fallen into such disrepair that the Department of National Defence wants to tear them down. Booze palace: The acting CEO of Manitoba Liquor & Lotteries says a lease for the proposed 50,000-square-foot flagship liquor mart at True North Square was signed at the direction of the former NDP government without a business case being made for it.
