Winnipeg’s scariest underpass: The CPR underpass on Main Street near Higgins Avenue is not a place to walk alone at night, but the dark passageway bisecting the city’s North End and downtown is being rehabilitated thanks to concerned citizens who lobbied Manitoba Hydro to install LED lighting with clear-glass covers. Illegal rooming houses: Councillor Janice Lukes will bring forward a motion today directing the city to look at options for residential rental licensing in the area surrounding the University of Manitoba.
