No announcement of arrest: A month after an off-duty police officer was charged with impaired driving causing death after a crash on Main Street, another officer is charged with refusing a breathalyzer after driving into a fence. The Winnipeg Police Service didn’t issue a news release about Sunday’s crash. “We just felt it didn’t meet the threshold for a news release,” a spokesman said. Kevin Rollason reports. READ MORE
