On Dec. 20, 1989: The Winnipeg Free Press reported that a Winnipeg lawyer argued that proposed provincial legislation would strip taxpayers of the right to appeal some property-tax assessments. U.S. troops fought Panamanian forces in an attempt to overthrow Gen. Manuel Antionio Noriega. Federal finance minister cut the proposed Goods and Services Tax from nine per cent to seven per cent in response to a national outcry against introducing the tax. READ MORE
