On April 24, 1987: The Winnipeg Free Press reported that the mayor of Lvov in the Soviet Union was “miffed” that a 12-year-old agreement twinning his city with Winnipeg had produced little more than an exchange of New Year’s greeting cards. The Edmonton Oilers grabbed a 2-0 lead over the Winnipeg Jets in the Smythe finals. The Mulroney government was offering central Canada veto power over national spending programs in areas such as health care and welfare in a bid to strike a constitutional accord with Quebec.
