New pandemic rules in place: Restrictions requiring masks and limiting indoor and outdoor gatherings to 10 people took effect this morning, as Winnipeg and surrounding areas shift to code orange status. The regulations will be in place for at least 28 days. Sarah Lawrynuik reports. READ MORE

Afternoon update: Dr. Brent Roussin, Manitoba’s chief public health officer, is expected to hold one of his twice-weekly news conferences on the pandemic this afternoon. Ninety-two new cases of COVID-19 were announced this weekend, including 51 on Sunday.
Just married… just in time: With the new limit on gathering sizes now in effect, some couples got married just under the wire this weekend. Trump to be grilled on taxes: President Donald Trump is scheduled to give an update on the U.S. government’s coronavirus testing strategy at the White House this afternoon, but he’ll face many questions about his taxes. The New York Times reported Sunday that Trump paid only US$750 in federal income taxes in 2016 — the year he ran for office — and the next year, and paid no income taxes at all in many other years. Cup clash continues: The Dallas Stars and the Tampa Bay Lightning will face off in Game 6 of the Stanley Cup final tonight. Tampa leads the series 3-2 after losing Game 5 — and a chance to hoist the Cup — in double-overtime Saturday night. On Sept. 28, 1911: The Manitoba Free Press reported that former attorney general of Manitoba Samuel Biggs, also a founder of the province’s university and law society, had died in Toronto. In Ottawa, governor general Earl Grey spoke at a farewell banquet in his honour. Tensions between Italy and Turkey increased; a dispatch from Milan said all railroads leading to Italian ports were crowded with war supplies, and Italian troops were reportedly headed for Tripoli, while a Turkish steamer, in full view of the Italian fleet, landed 100 troops in Tripoli.
