On April 27, 1968: The WInnipeg Free Press reported the crest of the Red River was believed to have reached Winnipeg. High water levels were seen in the city, including delivery men needing rubber boots to reach houses on Scotia Street, and Boy Scouts using boats to get food and coffee to homes in St. Vital.
