On March 18, 1982: The Winnipeg Free Press reported that mayor Bill Norrie and three city councillors would go ahead on their planned trip to Taiwan focusing on trade development and cultural exchanges, even if the federal government recommended against it. The External Affairs department raised concerns because Canada maintained no diplomatic relations with Taiwan. In Ottawa, a 15-day blockade of Parliament engineered by Tory MPs, in which they refused to adjourn the March 2 session, ended after the governing Liberals agreed to split up an omnibus bill.
